- In Richmond, Virginia, Robert Toombs resigns as Confederate Secretary of State to lead a Georgia military brigade in Virginia. He had hoped to be the Confederate President and has become a vocal critic of the Confederate government especially since Jefferson Davis' decision to fire on Fort Sumter. /1861
- In Missouri, Union Brigadier General of Volunteers John Pope, a West Point graduate and veteran of the Mexican War, with a large frame, larger mouth, and even larger ego, announces that anyone taking up arms against the US government would be immediately and severely dealt with. Since half the state was pro-secession, his threat is little more than hot air./1861
